嗨，各位F2同仁：
不知各位是否还记得，很多天以前有则号召”unite together"的文章吗？现在已经有
将近35个人团结在一起，并向“中国留学生联谊会”提出了申述。现在，一个正式的
民间组织已经成立，并挂在了“联谊会”下. 以下这封信便来自“联谊会”的主席。

愿各位同仁再接再厉，发扬团结奋进的精神。努力寻找最多的支持者，胜利一定属于
我们。

Dear Friends,

I am writing to you on behalf of IFCSS, the Independent
Federation of Chinese Students and Scholars in USA, in
regards to the on-going and seemingly accelerating visa
denial of Chinese students' family reunion cases.  We
have learned and been paying attention to such problems.
We are carefully evaluating the options and the best
approaches to this worldwide trend.

I happen to read most of the recent email communications
among this group.  Those personal stories are moving and
your determinations in re-uniting with loved ones are
encouraging.  Even though the anti-immigration trend in
the US is gaining grounds, no one should give up without
a try.  On the brighter side, we are lucky that the US is
not an iron-dictatorship country and its government has
laws and regulations to follow.  I believe that with
a united voice and proper channel of communication the
situation can be improved.

At the current stage, as outlined in my previous email to
Fei Yan and Chengwen Wang, I suggest the following:

1. The committee to be named as

Chinese Students Family Reunion Committee / IFCSS

F-2 is a too narrow term and might not be taken well by
the US side (- so it is only an immigration issue).

While the name indicates a support / cooperative relationship
between the committee and IFCSS, the committee will make
its own operational decisions on a daily basis.

2. An email list has been setup on the ifcss.org machine,

   family@ifcss.org

This will be an auto-list, one can sign on/off by sending
an email to

   listserv@ifcss.org

   Sub FAMILY firname lastname (FAMILY must be in Upper case)

or

  help  - to get help informaiton

this is already done, some of you are on it now.  Other IFCSS
resources are also available to help;

3. The committee members are those who volunteered to
participate and to spend time on specific projects.  Three
coordinators are to be elected by the committee members.
According to my reading of the emails, it seems these three
among many others

Fei Yan
Chengwen Wang
Xinfa Cai

have been doing the actural coordinating, so why not confirm
them as the official Coordinators ?

4. We will have one person from IFCSS Services serving as
the Advisor.  He has a lot of experiences in dealing with the
INS, US State Department and the Congress.

5. In the meantime, we have already contacted our legal advisors
in Washington DC on this matter.  Detailed plans can be worked
out in the near future days with the committee members.

The above is only a rough structure.  I hope it can serve as
a staring point for this group.  As many of you have pointed
out, we come together to help each other to help ourselves.  On
the other hand, I'd call upon everyone to remember this

  Immigration is a very sensitive issue in the current US
  polictics.  We must stress on the Family Reunion issue and
  we must to make as many as possible friends.  Please reframe
  from using any harsh language, and please be patient.
