     * US State Department Agrees to Review Visa Process *

     On Thursday, Dec. 18, IFCSS Chairman Jinghong Li met with the US State
     Department officials regarding the Chinese students family reunification
     issue. The Director of the State Dept. China-desk and representatives of
     the Director of the Visa Section joined the meeting.

     During this 100 minutes long meeting, IFCSS raised the issue of the
     seemingly escalating family members' visa denials in China, presented the
     facts and statistics collected among the Chinese students and scholars, and
     made specific requests to the US government for changing the situation.
     The State Dept. officials listened carefully to the presentation, seriously
     reviewed all the collected data and specific cases, and asked a lot of
     questions. The officials expressed their sympathy and understanding to the
     difficulties of those involved Chinese students and scholars.

     The State Dept. officials promised to further review the issue. Both
     sides agreed to study further into the matter. A follow-up meeting between
     IFCSS legal advisors and the State Dept. is currently scheduled for
     January, 1998.

     students and scholars to fill in the questionnaire form for more and

     IFCSS would like again to remind all concerned people, visa issue is a
     very complicated problem and most likely will not be solved with one or two
     meetings or within a short period of time. We hope our efforts will help
     to improve the situation. Everyone's support, cooperation and understanding
     are needed.
