what I say is just some fact. It does not mean that u has disantage to
get admitted by top 10th univ. But most students went to such univ
do not count on their GRE scores.

Some schools you should not apply:
Cornell: it requires very high GPA
MIT : it requires papers and does not care of your GRE
Stanford: it requires $7+$75 application fee and very very high GPA
Caltech : it needs few enrollment.
Penn State: it hates high GREers
I think you can try JHU, which is in high reqirement of GRE.
And as general, you can spend your money in the way as a normal distribution
