Of course on academic issues!

In the first letter, you may give him/her a relatively brief self-
  portrait(resume alike) showing your main achievements and your
  resolution to be one of his PhD students. You should make your
  letter both attractive and persuasive.

If the professor replies to you, congratulations! The following "tricks"
  are possiblly suggested:
  (1) answer every letter from Prof immedietely!
  (2) tell him the main progress in your research and/or study;
  (3) tell him your ideas on the new articals appeared in recent
      professional journals, especially on those in his strong thrusts;
  (4) Tell him some INTERESTING matters occurred in China and/or on
      yourself (no political or religious issues);
  (5) Tell him your application status when receiving information
      from Grad School or departmental secretary;
  (6) Send relevant greetings on every relevant occasions( par example,
      Thanksgiving, Xmas, etc, but not for St Valentine's Day)
  (7) As for the frequencies, be rational. What really counts is that
      every letter you send him can provide new and interesting info
      instead of just cliche like " I wanna be your student. Can you
      give me full support?'.
