There are a dozen of bank in US, or more than that, If one denies you,
why not just go to another one. It's true that 2 photo ID is required.
However, the bank official can make his/her decision. Personally, i had
only one photo ID, the passport, when i open both checking and savings
accounts.

Reminder: We are making things too much complicated, if just want to
pay the application fee. Follow the normal way, we have more important
things to work on.
