Dear Mr. John:
    Your offer letter and supporting documents have been carefully
read by me. My policy of limited acceptance and the number of
very qualified offers for admission with financial aid make
it impossible for me to accept admission to more than a
small proportion of the universities who admit me. I am sorry
to report that you are among those whom I am unable to
accept. I do hope very much that you will able to adopt another
brilliant graduate student!

offer of admission and financial assistance.
