I had the same situation with you this summer. Actually you can go outside
Beijing to process a passport, if you have relatives can help you. Once you
hold a passport, you can go to the embassy to get your visa. Although this
may take a little chance.
As for me, I didn't do so because the time was short. So I requested the
Univ. to defer my entrance with their offer. I'm still waiting now.
