lcdos已经在米国了,想起这几年来的风风雨雨, 吃过的苦, 经过的大喜大悲, 在米国又在<BR>
短短的几个月间经历了许多, 可以说在这个小地方光国人就形形色色, 遑论异类! 近来总<BR>
是想说些什么. 但那也是过去的事了, 还是讲讲本人的五分之一奖签证经历吧, 也许对后<BR>
来者有点用.<BR>
lcdos今年算联系的不好的, 总结起来就是省小钱吃了大亏, 我没有寄一份正式的GRE成绩<BR>
全是复印件,于是结果很差, 最后等来了一个小学校的tuition waiver, 还不是全免, 只<BR>
免掉了10个学分中的四个, 还要求五月十五号以前存七千多刀在学校作押金. 怎么办? 走<BR>
到了这一步, 不能再回头!! 父母对我说, 你毕业了一年能挣多少, 咱们这一年能花多少?<BR>
再说你的一年时间能就这样等待么? 没钱, 我们自己去! 我惴惴不安地开始办各种手续, <BR>
每天都在想怎样以后刷盘子. 有时睡觉都在想.<BR>
筹钱的细节我就不多讲了,总之五月三十号我手上的I-20表是这样些的:<BR>
8 a. Student's personal funds $ 13896.00<BR>
b. Funds from this school $ 4872.00<BR>
c. Funds from another source $ 0.0<BR>
d. On-campus employment $ 0.0<BR>
9. Remarks<BR>
Mr. XXXXX has already paid $13,946 to cover the security and tuition deposit.<BR>
虽然如此, 实在不敢说最后会如何, 因为早就听说签证官的喜怒无常, 走不走得了都是疑<BR>
问, 六月就是在这种沉闷中度过的, 其间还得作毕业设计, 还有毕业的分别, 心情确实很<BR>
乱. 现在想起来很感谢带我毕设的叶老师, 她对我老不出活没说什么, 但最后我还是作了<BR>
点东西出来.<BR>
订火车票了, 我想不清除我应该什么时候离开北京, 于是订了一张比较靠后的日子, 准备<BR>
离京前去碰碰运气. 其间还有过INTEL的招聘, 正好要我这个地方户口的, 我想反正我过<BR>
几天要去大使馆面试, 索性去练一练. 后来结果证明两轮的面试对我许多天后脸不红地回<BR>
答一些需要技巧的问题大有好处.<BR>
六月三十号好象是周五, 在复习了几天飞跃重洋的问答题后, 早上我从南门打了一辆破破<BR>
的面的去秀水街. 七点四十到的时候拿到了二百七十九号, 等到八点四十的时候打了一辆<BR>
车去东交民巷拿护照, 大约九点四十才回到秀水街, 接着排我的队, 一边和北大的两个老<BR>
兄乱聊.<BR>
十点多的时候, 有个鬼子跑出来, 拿着一些不干胶的细纸条, 说是人太多, 今天只能办这<BR>
些, 于是往人们的护照上贴. 可气的是,她从队尾开始发, 一时间乱作一团. 还好我抢到<BR>
一张什么都不是的那个破纸条.<BR>
十二点左右, 我没吃早饭的肚子快让我站不住的时候, 我到了院子门口, 交了钱, 一点不<BR>
惊讶地被指示去interview.<BR>
来到里面, 我好笑地发现我们一直在谈论的决定我们的命运的地方竟然和我们的七食堂一<BR>
样, 许多人排在各个窗口, 递一些东西进去, 等另外一些东西出来. <BR>
到一号窗口让一个中国小姐检查一番交钱的收据后, 被指示排到了专签F-1的二号队伍. <BR>
开始了漫长的等待. 我后面的一个老兄也是咱们清华的, 半奖. 另外几个窗口人不多, 有<BR>
时没人.<BR>
轮到我站在队伍的最前端时, 没有想到的事情发生了, 没人了一段时间的五号窗口的黑发<BR>
女郎叽叽古古通过speaker 说了几句, 我实在是听不清. 然而我后面的老兄大踏步地走上<BR>
前去, 开始了how do u do. 我才明白过来, 她是要人过去. 这次时间是让人提心吊胆地<BR>
长, 然而好象那兄弟对答如流的样子. 在十多分钟后我们怀疑他没戏的时候, 他走到了右<BR>
边六号去. 黑发女郎又说了些什么, 这次我听懂了: <BR>
The student waiting in line 2, are you ready to see me now?<BR>
在半秒钟的迟疑中, 我转过了这样的念头: <BR>
鬼子叫上门来了, 我能不去么, 否则去米国干什么!<BR>
我终于走向前去, 开始了我的 how do you do!<BR>

lcdos: Because I think this university is best for my area, There are three <BR>
university give me financial aid, but i think this university is suitable<BR>
for my intended research because of the faculty and facilities. <BR>
asian like woman: Now tell me something about yourself.<BR>
lcdos: Let me introduce say something about my major, it is very interesting about...<BR>
asian like woman: forget about this. (she broke in)<BR>
(she began to put emphasis on the money)<BR>
asian like woman: What do your father do for a living?<BR>
lcdos: My parents are both university professors, and my father also runs <BR>
his own company.<BR>
asian like woman: What kind of job does he do?<BR>
lcdos: We design pharma-factory for our customers, and sell the technology to them.<BR>
asian like woman: Is the company owned by him?<BR>
lcdos: yes<BR>
asian like woman: How much do your father earn each year?<BR>
lcdos: about 20,000 dollars.<BR>
asian like woman: In dollars?<BR>
lcdos: I just changed the amount into dollars from chinese currency.<BR>
asian like woman: What if you can not get financial aid after the first year?<BR>
lcdos: (紧张, 想词, 推脱) it is a difficult question.<BR>
asian like woman: yes, it is!<BR>
(asian like woman turned to say something with another man beside, I did not <BR>
hear what, seems nonsense)<BR>

asian like woman: you haven't answered my question.<BR>
lcdos: I think i am a very good student and I am sure to get the research <BR>
assistantship or teaching assistantship.<BR>
asian like woman: Don't tell me this, What if you can not get?<BR>
lcdos: (实在没办法了) I think my family will continue to support me.<BR>

lcdos: (giving a bad answer, 不过已不重要了) Several days ago, Intel offered<BR>
me a job, but I did not accept it.<BR>
asian like woman: That is not interesting.<BR>
lcdos: (silence, can not think of something else)<BR>
asian like woman: Although, I will issue it to you!<BR>
lcdos: thank you!<BR>
asian like woman: Please goto window six and wait.<BR>
lcdos: yes, thank you.<BR>

整个过程历时十数分钟, 心并没有跳的厉害, 只是完了以后我不相信地问自己: 成了, <BR>
我一次签成了? 我本打算七月底回来, 签上十次八次的.<BR>
出得大使馆来, 早已经忘记饥饿, 只是眼泪有点想出来, 急着往家里打电话. 却被打探消息<BR>
的人们围住, 讯问我这非全奖的问题.<BR>

My point:<BR>
Embassy set a gate before you going into it. That means 2 interview.<BR>
Full cover is not the key to visa. If you do not believe, you try first.<BR>
the situation is even worse because we can not find any policy we have to<BR>
follow. It looks officer are using power as they wish. As I said before,<BR>
we'd better keep going. <BR>

My friend's wife just got her visa in Guangzhou on Tuesday. His stipend <BR>
is $14520, which is $1000 less than the combination of two's living expenses.<BR>
But she succeeded. How I wish my wife could have such luck in Beijing! <BR>

This morning is another black day for F2. I came back from Embassy at 11:30.<BR>
The applicants were not too much today. when I came back, all the first <BR>
application was finish. I am sorry to say only two lucky applicants among <BR>
more than ten people. I read some of I20, I found many people's stipend can<BR>
cover the expenses, but they also were refused by the financal problem.<BR>
the consulator was a lady, someone told me she was the Taiwaness. <BR>
Before she refused some, she also asked how much money you earn? <BR>
So the F2 situation is not better a little in Beijing.<BR>

近一段时间广州的F-2签证情况比较正常,起码全奖没有什么大问题,但是如果在其它地<BR>
方有拒签记录的就不太妙了,本星期二就有一女士因在北京被拒签过,所以进了领事馆<BR>
后马上就被打发出来了,而且还领了一个拒签章。现在不知道是不允许跨区签证呢或者<BR>
这仅仅是一个特例,希望有人能够提供进一步的消息。<BR>

Is it really true that it's easier to get a US visa in the days just <BR>
before christmas? Among the peoples who want to get visas to travel to <BR>
America, there is a common belief that one can take advantage of the good <BR>
mood visa officials are in as Christmas Day approaches.<BR>
<BR>
The reality, as Mr David L. Lyon, Consul General at the US embassy here, <BR>
explained to a reporter, is otherwise. tith a heavier load of applicants <BR>
to process, consular officials must speed up their routine. They may have <BR>
less time to listen to explanations. especially ones that strike them a s <BR>
fishy. Hence the possibility of being rejuected just before christmas may <BR>
acturlly be greater for some people. Mr Lyon warned visa applicants, <BR>
especially those hoping to get to America in time for the opening of the <BR>
spring sememster on US campuses, not to delay submitting their <BR>
application till the week before Christmas or the week between <BR>
Christmas and New Year's Day.<BR>

At present there are four embassy officials charged whit interviewing <BR>
visa applicants. One is of European descent, while the other three are <BR>
Asian - Americans, one each of Indian, Korean and Chinese ancestry. Since <BR>
applicants tend to size up these officials on the basis of their own <BR>
experience of getting a visa or not, conflicting rumors have arisen about <BR>
this all - important quartet. some people say you should strive to get <BR>
into the European - American official's line, because he embodies <BR>
traditional American generosity.Other people say, no no, get to one of <BR>
the Asian - Americans - we're all Asians, after all , and they understand <BR>
our situation. According to Consul Lyon, every visa officer undergoes <BR>
rigorous training in the principles and regulations governing the <BR>
issuance of USvisas before taking up his post. No matter what theri color <BR>
or ethnicity, they are ll Americans and operate in the ordinary American <BR>
fashion. it just happesn that America is a nation of immigrants. For <BR>
example, the Chinese - American officer was born and grew up in the US. <BR>
These officials all represent the US and share the same principles and <BR>
professional attitudes. Nothing is to be gained by picking and choosing <BR>
among them.<BR>

Confronting a visa officer is certainly a nerve - racking experience. The <BR>
best preparation is to clam down and consider your case from the <BR>
embassy's a angle, The visa officials are concerned with three points. <BR>
(1)Do u have a reason to go to The US? Going to a university, visiting <BR>
friends or relatives, and doing business are all acceptalbe reasons. (2) <BR>
Do y hve enough money to support yourself during your stay? (3) will u <BR>
return to China? This third question is the most important. The visa <BR>
officer will make his decision on the basis of the supporting material <BR>
you present.<BR>

At the visa interview window, the reporter saw an official dealing with <BR>
an old couple. The couple presented the invitation letter and economic <BR>
guarantee from an American friend, plus proof of their retired status in <BR>
China, Their request for a visa was granted inless than a minute. In the <BR>
officail's view, such older people cannot get jobs and make a living for <BR>
themselves in the US, so it would be impossible for them to remain i the <BR>
States for very long.<BR>

What about young people? Their applications recevie stricter serutiny. <BR>
You must provide evidence that you really will return at the end of you r <BR>
studies or visit. Before u try ot persuade others of this, first persuade <BR>
yourself. Take an unbiased look at the documents you will be submitting <BR>
to the visa officer. Do they persuade u that u will return? If they <BR>
don't, how are they suppose to convince the embassy officials?<BR>
<BR>
NChinese who obtain visas has risen sharply year after year. For example, <BR>
it was 41,000 in fiscal year. 1991, but 120,000 in fiscal year 1997. Next <BR>
summer the US embassy will take on three or four additional officers to <BR>
deal with the rising tidt of visa requests. Also, a much bigger interview <BR>
hall and an air-conditioned watiting room with seats for applicants if to <BR>
be built. When that is completed, not so many people will have to stand <BR>
in line under the broiling sun in summer or in bone chilling wind in <BR>
winter. <BR>

Finally, the best news of all: As china's economy continues to grow and <BR>
the standard of living improves, it will be easier and easier to get a <BR>
visa. Consul Lyon pointed out that fifteen yeares ago it was hard for <BR>
South Koreans to get a visa, but now virtually 100 percent of visa <BR>
requests are granted. China's policy of reform and opening to the outside <BR>
wourld is giving ordinary Chinese ever greater chances to improve their <BR>
livelihood, so much so that some foreigners come to China in search of <BR>
economic opportunity. Why should anyone still stubbornly struggle to get <BR>
to America for economic reasons? When Chinese understand this, the visa <BR>
officers will not have to worry about he long-term intentions of <BR>
travelers, and obtaining a US visa will no longer be a problem.<BR>
