The reason for rejecting you visa application maybe among followings:
1.The school that offer you scholarship might be not very famous.The visa
officer generally dear not refuse an applicant who is sponsored by a famous
school;
2.Some close relavants of you (e.g. brother) work in USA.

You'd better prepare materials in these kinds:
1. Letter from the professor who accept you as his graduate student, in which
he clearly states why you are the most approprite candidate for his program, and
some important projects they are carring out now that can demonstrate their
reputation in the specific area that you will work on.
2. Letter from the admission office to explain that their selection of students
who can be provided full financial aid is carefully examined, and the office would
like the embassy to take full consideration of your visa application.
3. A letter of youself to state the flourishing professional future of you specility
(the one you'll study in that school) in developping China, and you surely will
find an excellent position after graduation and coming back to China.
1,2 are the most important, and I hope they'll work. Some person doing in this way
have grasped their good fortune after several rejections.
